Hyderabad Collector Hari Chandana Honoured for Ensuring Transparent Cooperative Elections

New Delhi [India], March 20: Hyderabad District Collector Hari Chandana  was honoured at a national seminar held at Vigyan Bhawan for her role in conducting fair and transparent elections in the cooperative sector. The recognition was presented by Union Minister of State for Cooperation Krishan Pal Gurjar during the seminar on “Elections in Multi-State Cooperative Societies through Transparency and Integrity.”

The event brought together more than 900 stakeholders, including policymakers, cooperative leaders, election administrators and governance experts from across India. The seminar focused on strengthening democratic processes in cooperative institutions and ensuring greater transparency in the electoral framework governing multi-state cooperative societies.

Among the highlights of the event was the recognition of five exemplary Returning Officers for their outstanding contribution to maintaining transparency and integrity in cooperative elections. Hyderabad District Collector Hari Chandana was among the five officers selected for the honour out of nearly 800 district collectors across the country, making the recognition particularly significant.

Hari Chandana received the award for successfully overseeing the conduct of fair elections in the cooperative sector for Mahesh Cooperative Urban Bank. Officials noted that the election process was conducted with strict adherence to transparency, neutrality and procedural integrity, ensuring confidence among members of the cooperative institution.

Speaking during the seminar, Minister of State for Cooperation Krishan Pal Gurjar emphasized the importance of transparent electoral systems within cooperatives, describing them as a cornerstone of the sector’s democratic structure. He said strengthening the integrity of cooperative elections is essential for maintaining trust among members and ensuring the long-term stability of cooperative institutions across the country.

The seminar featured multiple technical sessions aimed at improving governance and election management within multi-state cooperative societies. Technical Session-II, titled “Promoting Suchita through Elections in Multi-State Cooperative Societies,” served as a key platform for discussions on enhancing transparency and ethical practices in the cooperative electoral process.

Experts and administrators deliberated on several key issues affecting cooperative elections. One of the major topics discussed was the identification of active members, which plays a crucial role in maintaining fair electoral participation and preventing disputes during the election process. Participants highlighted the need for updated membership records and improved verification systems.

Another important issue discussed was the occurrence of unopposed elections in some cooperative societies. Experts suggested that encouraging wider participation and strengthening democratic engagement among members could help address this challenge.

Participants also examined difficulties faced by cooperatives with large memberships but without a delegate system, which often complicates the election process. Introducing structured representation mechanisms or improved administrative frameworks was discussed as a potential solution to streamline electoral procedures.

The session also addressed the implementation of tenure-related provisions under the Banking Regulation Act, 1949, particularly for cooperative banks operating across multiple states. Experts emphasized that strict adherence to statutory tenure norms is essential to ensure accountability and prevent concentration of power within cooperative leadership.

The role of Returning Officers was another major focus of the discussions. Experts stressed that Returning Officers must operate with complete independence and neutrality to maintain the credibility of cooperative elections. Strengthening training systems and establishing standardized guidelines for election management were suggested as key reforms.

The recognition of Hyderabad Collector Hari Chandana at the national forum highlighted the importance of efficient and transparent election management in the cooperative sector. Participants noted that such initiatives strengthen the democratic foundation of India’s cooperative movement and set benchmarks for good governance across the country.
